Skip bootstrap file when using "vagrant up"

This would be especially useful when coming back from "vagrant halt" -- there's no need to run the bootstrap file again, which typically does various apt-get installations etc. and takes a while.
Is there some option you can pass to "up" to make this happen?

Look at `vagrant up --no-provision`
