How is installed a system under VirtualBox?

How does Vagrant works internally? i.e. at installing/configuring a system under VirtualBox

Does Vagrant downloads a VM already installed with a system?

Vagrant uses "base boxes" for that. These are vagrant-compatible images with an OS pre-installed, and potentially other software, depending on your need.

If your Vagrantfile defines a box_url, then it will try to download from that URL if the box is not found on your local system.
